If you always know exactly what to charge in a bid and never make an error, chances are you haven’t been estimating too long. The FCC has issued a Notice of Proposed Rulemaking regarding changes they are considering to protect what conservation groups are calling an unacceptable amount of birds being killed as a result of tower lighting, guy wires and structure heights.
