The FCC has issued a Notice of Proposed Rulemaking regarding changes they are considering to protect what conservation groups are calling an unacceptable amount of birds being killed as a result of tower lighting, guy wires and structure heights. Issues regarding licensing for tower climbers
A number of tower erectors, safety advocates and others in the industry believe that licensing tower climbers is one way to lower the high fatality rate and increase the professionalism of the skilled craft. Others think it could become another opportunity for government to legislate new regulations for an industry that they have no knowledge about.
