    Duval Jacksonville City requires Class III, importance factor = 1.15
    Leon - County has requested Class III (1.15 importance factor) on occasion.
      Leon Tallahassee Provide wording in the SA to state that tower is not used for "essential" communications in order to use Class II (Importance Factor = 1.0)
Palm Beach County does not allow interpolation between wind contours.  See map on their web site.
